Iridescent paint appears to change color as the angle you're seeing it at shifts. At one angle it'll look matte, from another it'll be shiny. It happens because of the way the light is reflected from surface of the paint pigments.

Iridescence occurs in nature on the feathers of some birds and butterfly wings. You'll also see it on the surface of soap bubbles or oil slicks.
