Painting my VERY bumpy w?

I have a bumpy wall, but this year i'm re-painting it, I hate the bumps and i have NO idea how to get rid of them. How do you remove the bumps or what material do you use to go over them and make the wall smooth?

In my research, another site said that the popcorn ceilings and walls had asbestos in them, which causes mesothelioma, a cancer. Removing asbestos in your home requires shutting down the AC and heater, and special garbage bags, etc. because it is so harmful. It is a major process.
