Information on Artist Cedwallader Washburn?

My uncle picked up a pencil sketch of the discipel of saint Fracsic (Early State) with a number of NV225B. Does anyone have any idea about the artist (Cedwaller Washburn) who painted it? and can anyone tell me any information about the sketch?

All I know is he was deaf, having studied at Gaudellet college, and later with William Merritt Chase, who was one of the most influential art teachers of the late nineteenth century. He was the son of a prominent US Senator and the picture probably has some historical as well as art historical interest.
