王国盛 1965年生，广西桂林人。王国盛自幼受冀东皮影等民间美术的影响，心灵充满神秘的造型意识和色彩斑斓的艺术幻想。1986年考入中央美术学院国画系，从此潜心李可染、蒋兆和、李苦禅、叶浅予等美术大师派的艺术，后又专门学习山水画，深入大自然写生和研修创作。1989年中央美院毕业后曾任《工人日报》、《光明日报》美术编辑，研究美术理论。1995年《河秀》参加全国美展，该国画以优秀作品为中国美术馆收藏。自此之后，多次参加全国美展和省市级美展，并多次获奖。多幅作品被美术馆收藏。王国盛坚信艺术的生命力在于不断的探索，中华民族文化艺术要真正不断地走向世界，在于众多画家真正不断地去"进取"。开始潜心研究浓墨与重彩的有机结合，积墨与积色相融。以其对艺术的真诚和刻苦的磨练，终于在2000年代初形成了完全属于自己的艺术语言"浓墨重彩"风格，并在国内外培养了一批学生。2005年组织创办"河山画会"，与同道致力于山水画的研究、创作与发展。他有个决定移居海外，弘扬中国山水画于亚美两大洲，在不同国家和地区举办大型个人画展。2007年在加拿大维多利亚市国家美术馆举行为期1个月的大型个人画展，并有作品被美术馆收藏，使画家进入新的创作高峰，并带来重大正面影响。
